Choose Standard if: You need full enterprise server capabilities for a physical server running 1–2 Windows Server VMs, do not need the software-defined storage and networking features exclusive to Datacenter, and have more than 25 users (making Essentials ineligible). CAL Licensing — What You Need to Know

Windows Server 2016 Standard uses core-based licensing with Client Access Licences (CALs). Key points:

  • The physical server must be licensed for all physical cores, with a minimum of 16 core licences per server and 8 core licences per processor
  • Every user or device that accesses the server requires a Windows Server CAL, purchased separately
  • If Remote Desktop Services are used, users also require an RDS CAL in addition to the base Windows Server CAL
  • A single Windows Server CAL covers access to any version of Windows Server from the same version or earlier
